The best bet would be to use Fighting type Pokemon. They're super effective against Norman's Normal types. If you have Blaziken, use Double Kick. If you don't have him, catch a Machop on Route 112 and evolve it at Lv 28. You could also try Pokemon like Geodude or Aron, who are invulnerable to a lot of Normal moves.
Hope this helps!!!

Norman is tough, I had trouble beating him, but make sure you take evolved forms of your Pokemon with you, or you'll have more trouble. Norman's team contains normal types, so make sure you include a fighting type in your team like Machop. (or Machoke will take out his team). Have all your Pokemon at level 28 or above.

+Machoke-great Pokemon to have on your team
+Your starters won't be the greatest in this battle, especially in their evolved forms.
+Ralts evolved will be a good choice
+Mahukita is a good fighting type if you don't have Machoke
+Graveeler

This in my opinion is one of the toughest gym battles because of his Pokemons high defense and HP and powerful attacks. If you're still having trouble, level up some more before taking him on again.

Its best to get a Flying Type, Psychic Type, Or Ghost Type, as fighting is most weak against all these type. I can get a RAlts early on in the game, n lvl it up to Kirla. Or get a Sableye. Gd Luck, gota catch em ALL!!!!
