The least expensive is a canvas painting tablet. A coated paper that can handle oil paint or acrylics.
Next is canvass board.
stretched canvass in the size you want is only going to be a few bucks more and will be coated with Gesso.
www.frenchcanvass.com is the least money I have found for artist canvasses but if you buy on the Internet shipping costs may negate any savings. Try Michales art store or Hobby Lobby.

If there's an art college or univeristy or institute in your area (Like Emily Carr Institute of Art and Design, out here), There's usually a shop attached to it, where the prices are slightly cheaper for the students. Here we have a shop called OPUS which sells quality art supplies at a lower price than the big chain stores. I wouldn't suggest going to a chain store at all, unless there's some huge sale going on.

Another little thing, out here, where I live, we have one of the ever present dollar stores - this one however, is unique in that almost everything is worth the price. There are even canvases that sell for about 5$ for the size you're looking for, and they're not a bad quality. So try going somewhere like that, just in case.

If you want a pre-stretched canvas, or a canvas board (about the cheapest you can find) look in the local college bookstores. Most local art and craft stores will be affordable, but a bit more expensive. Also look on line at places like cheapjoes.com or jerrysartarama.com. There are other on line catalogs, but that'll give you a start.

i dun think art stores on campus r the cheapest place to get canvas. they're like 7-11. convenient but cost a little more.

u should check out big sales most art supplies stores provide during beginning of semesters. places like artsupply warehouse or blicks.

those tht hv staples shown on the edges r rly cheap if u dun mind, those tht hv them hidden cost tiny bit more but i personally think tht it's worth it.

but ofcos, cheapest way of all is to make ur own canvas!
