I don't think you are plucking the hairs completely at the root. You need a pair of good slanted tweezers like Tweezerman's.

Here are articles about how to tweeze w/ diagrams:

Tweeze after a shower to open your pores. Grab hold of each hair close to the base & pull in the direction of hair growth. Sooth brows w/ aloe gel or toner.

I don't think you should wax your own brows, it's too hard to do a precise job on your own forehead.

To be honest I think you should go to an expert, waxing your own eyebrows is very tricky and could end up looking even goofier, I have my eyebrows waxed by an expert every 3 months, in between I pluck them and mantain them myself but I would say don't do it yourself, you can even burn your eye lids, every time I do it it is only 15 dollars plus a 5 dollar tip is 20, so look around you might find a cheap place. Good Luck.

You can wax them yourself- you could probably get soft or hard wax at any drugstore.

I would recommend getting them waxed professionally, though. They know what they're doing and can get a perfect shape. If you get them waxed you can pluck them in between waxings and when they get too short, like stubble, just get them waxed again. My local waxing parlor costs $9 for an eyebrow waxing.
You might also try threading- it hurts a little, but it rips out the hairs at the root.

waxing wont work on these short hairs. the area wont be smooth one day, then have long hairs that can be plucked the next. the hair growns back over time, and they grow a little longer each day. trust me waxing will get a worse result than plicking. if u have a good set of tweezers that are thin enough, you should be able to get them out with the correct tequnique. the key is to go at it from the side, and sort of scoop the hair up before clozing the tweezers and pull- hard. it should come our. to wax hairs, they have to be 5mm long, so that wont solve your problem, and the regrowth will probably be the same.

cover the hairs with a good, thich concealer until they grow back if you really cant get them out, and see a beutician for advice on tweezing teuniques.

A lot of drug stores sell at home wax kits. I like the Parissa Strip-Free Hot Wax kit. They have kits made just for the face and brows. It's easy to use and lasts like 2 months.
