A $400 paint job is not decent in the Bay Area. You'll get a lot of rust from living near the ocean. A $2000-$3000 paint job is more appropriate. You can get free estimates from auto body shops in your area. Get estimates from 5 or more places. Look them up in the phone book or the internet.
For example, here are some in San Francisco:

Change the zip code and see what shops are in your area.

Why does it need a complete paint job? Sometimes a good detail shop can wet-sand and buff a faded or scuffed car and make it really shine for a lot cheaper price. Also, if you're not changing color, a body shop can scuff sand down the whole car and just reshoot it with clear a lot cheaper also and still have good results.
Just some options for you, Paul

For a complete repaint from a reputable body shop, you're going to be looking at about $4000 or more. They'll have to strip or sand the old, damaged paint, re-prime the car, and then paint it and clearcoat it. If any body work has to be done, add it to the cost.

$400 for a pretty decent paint job.
