mow if before, no sense in watering it and then cutting it. It would make a mess, especially if you collect the clippings.

You should mow your lawn before you water, as wet grass will stick to your mower, and be harder to clean. Grass goes to sleep, and stops growing after it is cut, so it needs a day or two to recover after mowing,. Don't give it too much water at first, or it will drown.

1the cut grass absorbs water and nutrients (if any) better when cut
2the lawn mower wont have to work as hard

Your grass does care. Mow before you water. Wet grass blades do not cut as well as dry blades. They tend to tear when wet. Torn grass blades take longer to heal & offer an entry for diseases.

The grass don't care but your mower will.
It will clog up your mower and make it hard to cut and leave clumps of grass you will have to rake up..
