You do not mention what type of filter you're using. If it's an external filter, and assuming you do not have a tap you can control like in the older models, you can turn the rain bar or outlet to face the glass of the tank, so that upon exiting the outlet the water smashes onto the glass and loses it force.

For internal filter, you could do the same thing if your outlet are those that can be adjusted to focus the output jet. Else you could lay your internal filter sideways and stack some rock at the outlet so that the water disspiate upon hitting the rock on exit. The last resort would be what you have suggested, or you can cut a thin layer of filtering wool and wrap it on the outlet, these method are abit crude :) and unsightly but it'll meet your objective. The bad thing is that blocking the outlet might reduce the flow throught the filter thereby reducing the effectiveness of the filter.

Most power filters have an adjustment knob on the top. Look around for one on yours.
