There is an article by Elizabeth Cobbs Hoffman in Diplomatic History 23 (3) p. 559, 1999 that might tell you if you have access to it.

See if you have access to Nato in the Post-Cold War Era: Does it have a Future. Victor Papacosma co-edited and wrote the book, so there may be a reference or discussion (Mary wrote chapter 12, so be sure to check her references, she may have revisited something she wrote about your article.)

Robert Griffith cited, possibly discussing, Mary's article in "The Cultural Turn in Cold War Studies" in Reviews in American History 29 (1: March, 2001) pp 150-157.
