With great respect. I think we should treat the skies in the same manner as we 'should' treat the land we live on. What's above the land should be considered belonging to the nation that owns the land and no one should be allowed to enter that air space without permission. I'm pretty sure that it is that way now, but it isn't really enforced very well.
But we also have to take into consideration wind currents and remember that sometimes the wind will take what we do on our land and drop it on our countries, so we should be extremely careful about where we do things that could cause smoke, explosions or chemicals to travel.
As with most everything else in this world, a little common sense and respect would go a long way towards making this world a better place to live in.
