i cant view any video from my tv from my toshiba satellite laptop, using the s-video out from my laptop. but ican see the desktop icons, desktop wallpapers,start buttons, everything in my desktop, except when i play a video, a dvd, a divx file, the tv screen is just all black but the player interface, (Windows Media player, for example) but there is no video,but from my laptop there is a video playing. thanks for your time.

As night_train_to_memphis said, you may have to choose the TV out as primary. That or you'll need to go into your video settings and make sure that the TV option is properly setup, and possibly tweak a few settings.

It may be necessary to choose the TV as the primary monitor and to choose not to extend the Windows Desktop onto your laptop monitor.
Usually my icons are rearranged when I do that, so I create a restore point in System Restore before watching a video and then I restore the computer when I've finished watching it.
