A small group of White clouds would be perfect. They are peaceful and won't bother the betta, they are colorful and active and do well in unheated tanks. Some cory catfish do good in cooler tanks as well, you can try looking them over at the link below. Hope that helps!

The white clouds that were mentioned are fish that come from mountain streams that will do fine in an unheated 10 gallon tank. A betta is a tropical fish from southeast Asia and needs temps in the range of 76-80 degrees.
In a coldwater tank, a betta will become lethargic, staying mostly still and not moving around (this is many people's complaints when they keep them in bowls). His color will fade and he will eventually stop eating because his metabolism will slow. If he tries to eat and the temp is too low, he will end up with a digestive blockage (because of the slow metabolism) and swelling of the abdomen that will probably kill him.
Why not buy a 50 watt heater for $12 and give the betta the right kind of temp? He will thank you by being active and his color will stay vivid. Bettas can live up to 7 years in the home aquarium with the right care. The white clouds will tolerate temps up into the high 70's so they will be fine.
A few other fish that would be compatible would be the cardinal tetra, zebra danio, pencil fish, guppies and cory cats for the bottom cleaning crew.

My brother's got the same thing going on, he has some fancy guppies, swordtails, mollies and tetra and a couple of catfish with his betta. The betta just keeps to himself and the rest are fine.

Fighters (Betta) seem to go well with most of your other fish,
but putting two fighter's in the one tank will kill each other.
I would stick with a few school fish like danio's or white cloud's.
They seem to go fine, and are pritty hardy.
