Technically you can write anything as a fraction by simply placing it over a 1, so for our answer we would have:

0.0025

That is technically correct and a simple starting point. Genereally we would prefer not to have a decimal in the numerator that way as it's harder to visualize what this value is, so getting rid of the decimal should be fairly clear, just multiply the numerator and denominator by 10000, 4 zeros since we want to move our decimal point 4 units right:

This can be simplified as well, if we divide the top and bottom by 25 we get:
