Government. For each increase in crude prices gasoline taxes revenues walk up with the price of gasoline, Profit "margin" for "Big Oil" has not changed dramatically at the time "gross profit" has, the cost of doing business (ie Crude Oil and Taxes are the problem.)

talk to our government, the excise tax on a gallon of gas is at the moment 34.5 cents in my state. I think 13.5 is federal.
