The most important factor in choosing makeup colors is determining your skin tone. You want colors that match your skin tone. Here's how to determine your skin tone:
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Cool skin tone:
1. Look at inner wrist - veins will appear blue.
2. Silver jewelry is more flattering.
A few suggestions:
1) Dark brown eyeliner tight against the upper lash line. (Brown makes blue stand out.)
2) Dark brown/black mascara for daytime. Black for evening.
3) A your lips but better sheer lipstick or gloss. ex) Revlon Super Lustrous Gloss in Cherries in the Glow

Firstly when buying foundation you choose one that matches your skin type so it cant be seen, just dot some on your neck. Use a translucent powder as it contains no colour. Next choose a lip gloss say in a nude colour with very little colour so it doesnt stand out too much. Same with eye shadows, choose colours that are subtle, so as not too stand out too much with some black mascara applied lightly.

If you're a beginner, start with neutral colors... a light brown eyeshadow, a brown mascara, and a tinted lip gloss are a good place to start. If you want to start out simple but with more color, try doing something similar but with pink eyeshadow and pink lip gloss. It looks really subtle and natural, and that's a good way to start when you're unsure.

Great! I have fair skin too. I recommend a light pink blush if you're interested in blush. Also pink or red lips. For the eyes, brown in the crease, for the lid (light gold, light brown, light blue), and on your browbone or right below your eyebrow (anything really light, light pearl, light blue) . I hope this helps you!
