yes, i think SATA 3 gb/s is the best
its twice as fast as SATA 1.5 gb/s
they are both faster than EIDE

Yes and it is popularly known as SATA ll.

You could consider newer models using perpendicular technology and w/ 8Mb or higher cache and NCQ.
