It is less than or equal to, I tried using the character from charmap.

Solve like any inequality: first add -5 to all 3 parts:

-6 < 1/2x < -4

Then divide all 3 parts by 1/2 (or multiply by 2):

-12 < x < -8

Then put open dots on -12 and on -8, and shade in between. That is, unless you had less than or equal to (my screen shows a question mark for the inequality sign), in which case you would fill in the dots.

from the right side x<=-8 and from the left side
x>=-12
so -12<=x<=-8
