We are already producing superb quality toxic waste. Why would you need to improve it?

Impose taxes/tariffs on products that produce large amounts of the toxic waste in the first place, so as to guarantee that proper disposal is assured, and to use this as leverage to direct the consumer towards products that don't produce toxic waste during fabrication/production.

Stop making more, and clean up as best as we can. There must be some way to revert the waste to it's basic elements, and if we don't have the technology to do it right now, we can always send it to a deserted planet like Mars until we do have it.
