This is common during 2 times:
-Dominance assertion. The "mounter" is trying to express dominance over the "mountee." It's more common when they first meet and are trying to sort out the hierarchy, but it can also happen when you clean out the cage well enough to kill their previous scents.
-I've noticed that when a female goes into heat (about twice a month), other guinea pigs, even females, become inclined to mount. Anybody can make guesses as to why this is, but I'll be frank and say that the real reason is conjecture. I have noticed that, in this situation, the "mounter" will coo for quite long periods of time and follow the "mountee" around until an opportunity presents itself.

They are clearly in training for the upcoming Guinea Pig Olympics. Mine have been vaulting across the coffee-table and pirouetting across the floor for a few weeks now in preparation for the gymnastics. I suspect yours have entered the wrestling events.

es it is normal, the female that is being "ridden" is in what is called standing estrous (she is in heat and is sexually receptive). The other female that is doing the riding is mounting because she is also in heat but she may not be in standing heat. She may be getting ready to go in to the sexually receptive period of her estrous cycle. If they are both riding eachother then they are both sexually receptive. They are not expressing their sexuality, they have no sexuality, they are not confused and it is not a dominance thing. It's normal estrous behavior.
Males will also sometimes show this riding behavior too.l
