1. Since Circuit Courts of Appeal cover several states, this is not as true as for District Court judges who will sit in a Senator's state.

2. true but misleading as stated. The court has original jurisdiction (not appeal) in certain kinds of cases. The court has appellate jurisdiction over certain other kinds of cases by the Constitution. Congress has granted, and can take away, appellate jurisdiction in most other areas.

3. There may be such a case, but I am not aware of it. The budget that would be made public would be so vague as to be useless. All budgets are public when passed and enrolled, and can be found in the Federal Register or purchased as a separate document at the Federal Bookstore (U. S. Government Printing Office).

4. The court's current docket often reaches more than 7000 cases, but that doesn't mean the court "considers" them all in the same way. Many are sent back or thrown out without much consideration at all by most of the judges. Only about 100 are set for argument before the court.
