I would clarify the Commerce Clause of the constitution, which is presently abused to justify the federal government doing virtually everything - trampling all over states' rights.
In particular, I would:
* eliminate federal responsibility for education
* eliminate federal supports for local public safety
* make unconstitutional federal laws instituted as duplicates of state laws merely to establish federal jurisdiction (e.g. we don't need a federal statute for murder of a federal employee - there's already state laws on the books for murder)
* eliminate federal responsibility for any program which is/could be done as a block grant (instead, simply remove the federal government from the loop) - this would include many social programs
The size of the bureaucracy would plummet - taxes would plummet. Congressmen and president would have to cater to fewer special interests. Life would be better.
The other thing I'd do is to mandate that the federal government use real accounting for its budget instead of the fuzzy math which presently passes for the social security trust fund.

1. Put the right to privacy into the Constitution.
2. Change the electoral system so that if a candidate wins a district, he wins one electoral vote. If the candidate wins the popular vote in the state, he gets two electoral votes. Scrap the actual college, it's meaningless.

The vice president would not be from the same political party as the president. At one time, the loser of a presidential election became the vice president.
The same would hold true for both houses of congress. Both political parties have ram roded legislation that has been to the detriment of our country. This seems to be a real problem every time the president AND both houses of congress are of the same party.
Churches would no longer be tax exempt. Some have become nothing more than money generating factories. We can toss in actual wording that states there is a clear separation of Church and State.

State legislatures would again choose the U. S. senators from that state. Popular election of senators has severely damaged the credibility of the Senate and, arguably, has severely weakened the checks and balances built into the Constitution. The 29th Amendment? That presidents named Bush could be re-elected for a third term.

that churches cannot be involved in any way in politics...oh that's right, that's already a law...
Ok, One man one vote, no electoral college
Or, Churches must pay taxes on anything other than contributions...that includes property taxes for property (less the value of buildings unless built with monies not from contributions)
