the vent pipe on the roof for the toilet is plugged possibly with a bird nest sothere is no siphoning effect to pull out the water

You are probably getting a "short flush". Remove the cover from the tank and flush the toilet. If the water is not all out of the tank before the flapper closes, it needs a chain/strap adjustment. Shorten the chain/strap until the flapper "just" seals. This will insure a full flush.

I have this problem. I have become intimate with my toilet plunger! There is a tree growing close to my house and I suspect that roots are growing through my sewer pipe. I suspect I need a snake with a motor and roter attached to the end to chew the roots out. There could be something inside your toilet that is catching things, the last time I called a plumber, the object was a marker. I really wish I was a plumber and could repair my own potty dilemmas!

you don't need a new flapper there is an obstruction in the toilet itself or the building drain don't use a plunger get a closet auger good luck

you need a new flapper in the tank. you can pick one up at any hardware store. they are very easy to replace.
