Both the home team and away team are allowed to bring their own balls for use during the game however the ref must approve each ball before the game.....it is true that Tom Brady and Manning are the two that proposed this rule to the commissioner

The home team provides the balls, but the balls must be to official specifications such as air pressure. All the balls used are checked by the refs before they are put in play. There is around 40 balls available per game.

I talked to an NFL official a few years back ahere is what he said -- there are 36 footballs sent by league office to each team for each regular season game. 12 scrimmage and 6 kicking footballs for each half. Special games (SB, NFC/AFC title games, etc.) double that supply is allowed. It is the home teams responsibility to prepare the footballs and have them checked by the officials in pregame duties.

Seriously, Peyton Manning and Tom Brady teamed up last year to allow teams to break in balls by rubbing off the slippery sheen. See Tony Romo to explain about that sheen on new balls.:)
