a very subjective question. I mean what do you base an answer on? How many albums or cds sold? ticket sales?
Most will answer this based on who they like. looking at your question again I could say that YOU are telling us that you think the WHO is the greatest band. However, I doubt you threw in a little who's on first, whats on second at us. so, I guess I will say My favorites are Beatles,Yes, Pink floyd, marillion, and too many others to list.
