I would say it means that we have the right to bear arms, but with that right, if there is mayhem caused by someone who owns arms, there is also the responsibility for the killings and the person, if still living, should be punished to the fullest extent of the law.

He doesn't want to outlaw guns, but just tell people that they have to behave with them. It's like a drug campaign to "Just say no" but not outlaw drugs. Originally, the right to bear arms was meant to enable protection, not to disable whoever is innocent within firing range.
Likewise, knives and rat poison and box cutters are not illegal, although they, too, could be used for murder. Guns, however, are an easy and thorough device when put to the task of killing many people quickly.
The question is: was this a good opportunity to advocate the right to bear arms, or is that politicizing? Seems a little opportunistic to me, soapboxing like that.

If you need to have this explained to you, then you should not own a computer.
Obviously, the right to keep and bear arms is NOT related to illegal use of them.
You have a right to free speech, but you will be arrested and convicted if you yell "Fire!" in a crowded theater.
Good grief, I guess you regularly criticize others as being dumb.

Bush is saying that by owning a gun (which is your right) it doesn't mean that you can suddenly became lawless regarding the use of the gun.

Can't you figure it out....it means you have every right to own a weapon....but with you must also have the responsibility to NOT use it to kill, maim or otherwise hurt someone!
