I would say if you look at some preseason rankings those guys would have been pretty close in rank. I would say if the two teams have agreed to it, don't let someone else in the league blow up a trade. I've never understood that! If the Dodgers and Brewers had agreed to this trade, the Cardinals or Braves couldn't stop it. I don't know why it works that way in fantasy leagues.

First off, I love to veto trades (many of them are ridiculous and a few of them collusive). However, here is how I would go about deciding. Look at both teams. Does the one giving up Saito have enough other closers and need a SS or 3B? Does the one giving up Hall have a replacement at SS or 3B and need closers? If the answers are all yes, then I'd let it go. This means both managers are trying to improve their team (and that is what makes it fair).
Hall has been off to a slow start and was probably over-rated in the pre-rankings whereas Saito was probably under-rated.

Yes. You should allow it. Saito is a decent CL, while Hall is a high-upside guy having a bad start. It's a pretty fair deal, actually. The only guys who are complaining probably wanted to get Saito cheap.

Obviously Saito isnt at the level of Hall but i dont see this as being an out of line deal. The guy with Hall obviously feels comfortable with the rest of his position players and he needs bullpen help or he wouldnt consider an offer like this. The guy with Saito knows he gets a better player out of the deal but the reality of fantasy baseball is if your closers are real weak you give away a ton of points so often you need to overpay to get the balance needed to compete. It isnt unusual for a manager to load up on closers knowing they can fill weaknesses later on dealing from such an important position. The reality is Saito pointswise (assuming it is a 5x5 roto) will benefit his new team more than Hall will shift points for the other guy. Hall is one of 9 guys scoring regular, Saito on the guy who wants hims team likely can account for 40% to 50% of his save total and coupled with the low ERA and Whip to go with high K's per inning pitched and he could account for 20% of his pitching scoring.

This deal looks solid. It's sounds like this is a need for a need deal. The only type of deals that should be shot down are those where there appears to be collusion - ex. Albert Puljos for Jarrod Washburn etc. But this looks like both teams came to an understanding - I'd let it go through.
