can cops just stop anywhere and radar traffic or are the illegal u turn side road connected to one highway to another the only spots that they are allowed, like can they stop at bussiness's, or are they allowed to go anywhere and radar when they feel like it ?
and can they radar behind them while driving, and where is the radar on the car?

yes to all. BUT, they have to be in their jurisdiction and they can't be on private property.

I feel that a law enforcement officer can radar traffic at any spot he thinks is suitable or appropriate without edangering other road users...

they are allowed to go on any public (including residential) areas, and private if only theres a valid reason or suspicion.
