how do I activate the alarm of a 323 yr 2000 sedan? The fuses look in good shape

Are you sure it has an alarm? Your lights can blink and chirp but still not have a alarm.

After we install an alarm option on a vehicle then we have to code it telling the car is has a alarm installed.

A good way to tell if your 323i has a built in factory alarm is to look behind the square panel found right at the middle of the roof. Just pull it out with your fingers. If it's empty, with only a cable and a plug, you do not have an alarm fitted (but the car is wired for it). If it has a square "box" (an ultrasonic movement sensor) inside with the cable attached, then you have a factory alarm. The panel simply snaps back in.

You can buy a factory alarm online (for around $213 - $260) from places such as pacificbmw.com, circlebmw.com or bavauto.com and have a mechanic or auto electrician install it. But you will still need to have the car "programmed" at the dealer so it knows that a new alarm system has been installed. Programming charge is usually about $75.

The car is not equipped with a tilt sensor or alarm horn they are installed as a dealer add on. However the dealer can set the vehicle up to flash the light when you lock the doors for a minimal fee.
