Todd, he should have specified on the Fedex label to be delivered to and signed by Adressee only. That way if Goerge wasn't available to accept the package, FedEx would have left a message for Todd that it would be at the FedEx office and he (Todd) can pick it up from there.
But on the other hand it can be blamed on the apartment manager because Fedex does have the tracking number and a copy of his signature that he signed for the package. So by signing for the package, he is assuming responsibility for the delivery of the package to Todd and if it got lost, he should be held accountable.

Hmmm... I would say the office manager who signed for the package should be responsible enough to let George know. However since that didn't happen I would say the George should be paritally responsible to look into the delivery.
(If the sender tracks the package it would show it was delivered that his job would be done.) FedEx should also be held partially accountable because they released a package into the care of someone else without written authorization. If the package is insured and has gone missing it would be FedEx's responsibilty to investigate the matter.

Hmm, not sure but I have a question? Doesn't George go to work everyday and if so, he should have found out about the package the next day. If not, then I think the office manager is responsible as he signed for it.

Todd; he should have specified how he was sending it. George could have told the office manager how it was arriving, and made arrangements to pick it up later had he known how it would arrive.

That's easy. The fedex guy is responsible.
He has to make sure it gets to the proper person,
he should have put a notice on George's door.
That's all a part of his job.
I hope you weren't the fedex guy.
