Right now Reno, it's pretty much the only reason to buy a PS3.
There's not a lot of games released for the PS3 at this time, and development on new ones has been slow compared to the backwards compatibility of the Wii and the headstart Xbox360 has had. But I would think that by the time that you were to wait for regular Blu-Ray players to come down in price, there would be more games for the PS3. So if you buy a PS3 now you may spend a couple of extra (hundred) pounds, but you'd at least have a hybrid game system/ Blu-ray player.
Though beware: even though the PS2 could play DVD's it apparently was revealed later on that it wasn't recommended to be used as a DVD player due to extreme spin-up speed that was apparently unhealthy for the longevity of the system. So, just as long as you're careful, you might be able to get ahead of the curve.
Hope that helps.

PS3 obviously has better graphics. There yet has to be a Xbox game that tops Uncharted Drake's Fortune and Uncharted came out in 2007. PS3 has Blu-ray, built in Wi-Fi, harddrive standard for all models, free online, more quality exclusives and better hardware. PS3 proven exclusives: Uncharted: Drake's Fortune Uncharted 2: Among Thieves Metal Gear Solid 4 Resistance: Fall of Man Resistance 2 MAG LittleBigPlanet SOCOM: Confrontation Motorstorm Motorstorm Pacific Rift Killzone 2 Warhawk MLB 09 The Show inFamous Gran Turismo 5 Prologue Gran Turismo 5 Ratchet and Clank Future: Tools of Destruction Ratchet and Clank Future: Quest for Booty Ratchet and Clank Future: A Crack in Time Heavy Rain God of War III Agent Xbox 360 proven exclusives: Halo 3 Halo Wars Halo Reach Gears of War 2 Forza 2 Forza 3 Splinter Cell: Conviction Banjo Kazooie: Nuts & Bolts Crackdown Crackdown 2 Xbox 360 "exclusives" that are available on PC: Left 4 Dead Gears of War Mass Effect(possibly coming to PS3 in future) Mass Effect 2(see Mass Effect)

Depends on how much functionality means to you. Meaning ease of use, fitting into a/v setups, etc. One of the marketing pushes for the PS2 was it's dvd player capability. But when it came out, it couldn't hold it's own with even a cheap standard dvd player as far as usability went. Not to mention that sony has a bit of a history of using decent parts for its dvd and cd players, but also has had a nasty habit of using lower cost (read:inferior) parts in it's Playstation lines, since they've usually debuted with a higher production cost than sale price, and sony needs to keep it's losses per unit as low as they can, til they make it back up with game sales. If you want it to fit with your other equipment and have front buttons and the lot, and you don't care about the games, it's probably worth it to just pony up the extra $300 or so, and get a real BD player.

Yes, Blu-Ray is a valid reason to buy a PS3. A current standalone Blu-Ray player costs around $1000. Saying that Blu-Ray players will be $200 dollars in 2 years is like saying that a 42'' Plasma TV and LCD TV will be $200 in 2 years. The Blu-Ray player will not be around $200 in a year or two and neither will these new flat screen TV's. The price of a Blu-Ray player will go down, but it will not drop as fast as you think. And don't think that the price of the PS3 is going to drop like crazy either. On a website, I read that it costs Sony over $800 to produce one 60GB PS3. If you want to play BIGGER games, with BIGGER levels, and better picture quality then Blu-Ray is worth it. The Blu-Ray disc is able to hold more data, therefore enabling game developers to make bigger games. I bought my 60GB PS3 last year and I think that it is worth it.

Only if Blu-Ray wins the 'format war'. If HD-DVD wins, you'll be out in the cold.
Remember Betamax and VHS? Sony's Betamax system was the better of the two, but VHS wiped it off the face of the earth...
