A "lotto" is when someone sells chances to win a percentage of the total pot collected. The money collected minus the winnings paid out cover the cost to run the lotto with some left over to pay for whatever cause the lotto was set-up to finance. That is the definition of a lotto. So, think about it for a minute, if you didn't enter the lotto....if you didn't PAY for a lotto ticket, how on earth could you possibly WIN the lotto? Wouldn't all the other participants be pissed off that someone who didn't buy a ticket won all their hard-earned money? Or, do you think this is a "magical" lotto where someone or some group decided they had too much money, so instead of giving it so some worthy charity, they decided to randomly collect names of people and pick a lucky winner and hand them all their dough? Does this sound REMOTELY likely? Bottom line is this, no one wants to give their hard-earned money away...NO ONE! Sure, there are donations to charities, but the recipient is a worthy cause, not some name from the phone book. And third world countries with thousands....nay millions of starving citizens would never give away money to a foreigner. Don't be duped. Swallow hard, realize you are no richer or no poorer for receiving the letter, and throw it away before you do become poorer.

If you don't remember entering this sweepstakes, it is probably a scam!
Did the "company" running the sweepstakes request any financial information (like bank account number) from you? Did they request personal information (social security number (USA) or equivalent)?
Tread very carefully dude! That first payment of 4800 dollars could cost you BIG! Get smart ... for everything they ask, ask why do they need it? Usually, it's the winner of the sweepstakes that is requesting payment from the company running the sweepstakes! This is the reverse, ask yourself WHY is this company giving me money I did not request/demand?

Sounds fishy to me, but I don't know quite how.
Usually the scamsters will send you a check then ask you to wire them some money back. You deposit the check and it bounces, and you're out the money you wired, plus whatever fee your bank charges you for a bounced check.
Take it to your bank and see what they say. If they say it's good, then hey, I don't know about you, but I'd go ahead and deposit it. After the five day hold period, I'd have myself a nice shopping spree.
The legal ramification is that you're going to have to pay taxes on it. Save some for mailing in with your income tax forms next April.

Yes, possibly. If it was mistakenly sent to you and you know that and cash it anyway you can get charged with check fraud. I would send it back and or call them and confirm whether it was ligitimate. I would show it to a lawyer or something too just in case the check itself is some kind of scam.

yes, and if you deposit it in your bank and wait 10-15 days for it to clear it will not clear. don`t do anything but give it to your bank manager to check it out for you
people in Africa are running a lot of scams this year
the FCC and the FBI are working to catch these people
give your bank manager the check and the letters that came with it so they can investigate it
[don`t look for it to be real]... if you call the bank the check is drawn on they can tell you if it is a real check.......

Well, you need to be sure that the check fully clears before you write any checks against it. You didn't say they asked you for any money, don't send them any if they did.
Assuming its legit, be sure to report the income to the IRS. They want their share.
