It allows you to place a call and have your number concealed - like you said! Usually it's used for prank phone calling, so the victim of the prank doesn't know who's calling them. You dial *67 and then enter in the phone number.
On a cell phone, the number would come up as "Restricted Call," whereas home telephones may read it as "Private Number," or "Unknown Caller."
Certain telephones do not accept blocked calls. If you try to call blocking your number with *67 and you get the "This number does not accept blocked telephone numbers." message, then press 2 and punch in your 10 digit phone number. I think that's stupid though, because you could really just put it ANYONE's phone number. =]

according to att.com *67 is for the following:
Selective Blocking
Blocks your number from being transmitted on any outgoing call.
Press *67 (1167 from rotary phones) before dialing
*82 unblocks your number.

yes, it dosent give the persons phone number, if they have caller id it will just say "new call" no number.
