President Clinton reformed welfare in 1996. Restricting the amount of time a person can receive welfare to an absolute 5 years, and turning over all federal welfare money to the states to administer.

the best thing would be to totally get rid of welfare.
right now people are very dependent on it and that is why you will see generations of people on welfare. You should be required to have worked at least 5 years full time and graduated from high school before being eligible for a limited 6 month welfare benefit. I don't think that people should receive extra money just because they have more children on welfare. If you make it known that there is no extra benefit to having more children at the systems expense, then maybe people will think before continuing to have more children.

The first thing that needs to be done is NO benefits to anybody that doesn't work at some sort of job. There are all kinds of jobs out there such as food services, gardening and lawn care, and etc. Receiving a pay check to stay home and do nothing isn't right and it must stop.

Back when it was started in the Sixties, the idea was to eliminate Poverty.
Now, forty years later, Poverty still exists in the same proportion to the total population that it did then.
It's a failure. Just end the program.

It sounds harsh, but just abolish it. Leave helping the poor to charitable organization.
Besides, if Christians had to worry about feeding millions of starving poor people, they might not have so much of the time and inclination to bomb abortion clinics as they do now.

i would make it very difficult to get it first of all...and i would make it just as hard to keep it...and a very short time limit to receive it.
*while on welfare...if you have any additional kids...you get no increase in benefits...
*if you don't have a job within 3 months of receiving welfare...you are off of it for life...
*if you get fired or arrested...you lose welfare for life...
