Why did a reporter ask if the doors were chained from the inside or outside the building?

If they were chained from the outside, wouldn't the shooter have locked himself out?

Were they insinuating that he had an accomplice? Makes sense to me!

I think they asked because he may have shot them and then locked them in the room with the chain. Just a thought.
