Some people never do, and there's nothing wrong with that kind of modesty.
But eventually you'll discover that most the people around you are too busy being embarrassed themselves to care about what you look like, or even notice, and suddenly, it won't be nearly as big of a deal.
There are always the exceptions, the people that are so comfortable with themselves that it doesn't bother them to show everything to anyone, but generally because they are so comfortable in their own skin (sorry about the pun there) they don't care about anyone else's skin either.
Make sure you find some undies that you're comfortable in, don't be afraid to experiment with different styles, fabrics, colors etc. until you find what you like best. When you're comfortable, you end up having more confidence as well.

Age does not matter in this situation. Embarrasment is a state of mind.
What you need is a change of mind, just decide that you do not want to be embarrassed anymore.
Until you make that decision, you could practice with someone that you feel comfortable with like a sibling, a friend or a parent. Someone who may have already seen you in your underwear and thinks nothing of it.

I never had that. I have always been able to walk around in my underclothes and not care who sees me. I had an EKG a year ago and I was laying in a bed wearing just my underpants. There was a nurse with me and other nurses walking around freely, able to come in at any time. That was the only time I ever felt embarrassed in my underwear. I was completely exposed, except for what was covered by my underpants.

I was 27 years old and had just given birth. I lost all modesty that very moment!
Trust me, you can fake confidence. Think you look good and you will feel good. Maybe you should try different types of underwear until you find a kind that makes you feel comfortable.

I'm sixteen and I'm okay with it.
but It depends on how self conscious you are.
My grandmother always changed in the bathroom even when she was with her husband/
so some people never grow out of it
