Specifying a Custom Icon Size

Instructions

STEP 1: Click the Start menu button. Then click on Settings, and then on Control Panel.
STEP 2: Double-click the Display icon or text link. This will open a window called Display Properties.
STEP 3: Click on Appearance. Click on Item, then scroll down and click on Icons.
STEP 4: Change the size of the icons by adding a larger or smaller number in the Size box that appears to the right. A larger number will create a larger icon and a small number will create a smaller icon.
STEP 5: Click OK if you decide to accept the resized icons and fonts.
STEP 6: Click Cancel if you decide to maintain your current settings.

Tips & Warnings
To return to the default setting, select Windows Standard under Scheme. Click Apply, then OK.

Large icons require additional system resources. If memory and resources are scarce, use the small icons.

Is it all the icons or just the ones in the Start Menu? There is a setting for how the icons are displayed in the Start Menu. If it's only in folders, than go to View --> Icons and that should take it off of List or Details which show tiny icons.
