It's not a rumour, I don't think. It's more of a hoax.
The far side of the moon has been surveyed any number of times by robotic craft. Many of the pictures are available online if you care to look. Check the link below.

The moon has no atmosphere, so the far side would always be incredibly cold. Obviously, it would be dark. Space probes have photographed the entire moon and found no aliens or alien civilizations there.
But in 1969, after the first moon landing, the astronauts were quarantined for 4 weeks to make sure there weren't any moon bacteria.

They live on the other side of the moon and they eat the moon too (it is made out of cheese). That is why the moon is all full of craters. In a few years they will have eaten the entire moon and we wont have a moon anymore.

What about when the Moon is between the Sun and the Earth during eclipses, isn't the other side illuminated then?

theres no such thing as the moon. its a big plastic ball about 3 miles up.
