4 does not go into 3, but goes into 30, 7 times.

You set it up just like a whole number division,
but the numbers are to the right of the decimal point.

Without a calculator or long division if the denominator is a multiple or can multiply into ten then that helps. Ex) 3/5 = 6/10 (just multiply the top and bottom by 2) and 6/10 is six tenths or 0.6. Ex) 6/40 = 1.5/10 (divide top and bottom by 4) which equals 0.15.
