i know signals are E.M waves but how exactly can someone broadcast one?

Generate an electromagnetic signal at the appropriate frequency and amplify it. Modulate with the information you want to communicate. This part is a transmitter. Couple its output to conducting surfaces which resonate at that desired frequency. This part is the antenna.

The carrier of 100 mhz for instance . Now u put your intelligence on the carrier. You could receive it on a normal FM radio if it was frequency modulated.
