I would recommend filing a complaint with the Bureau of Consumer Protection in Connecticut, the state where the woman lives. They have a nice website and it can explain the complaint process. http://www.ct.gov/dcp/cwp/view.asp?a=1629&q=274414&dcpNav=|

The complaint process is listed on this link. It should be followed by a written complaint: http://www.ct.gov/dcp/cwp/view.asp?a=1629&Q=274424&PM=1

Here is the complaint form which must be completed: http://www.ct.gov/dcp/lib/dcp/pdf/forms/consumer_statementcpfr-2_rev_8-06_edited1106.pdf
