The restrictors on Merc's are factory set and there is nothing that can be done to remove it legally in this country.
Your only hope is to bribe a Mercedes mechanic or find someone that has access to their computers,who can reprogramme the ecu.
Alternatively take it to Germany and get it done at a dealer there.

The governor is incorparated in the software and tampering will make the warranty invalid and the engine will not run properley.You picked the wrong motor buy a Toyota.

I take it you are aware that if the governor does not function the engine will continue accelerating to destruction.
