The headteachers have got to acknowledge that it happens. Too many heads say "there's no bullying problem in my school" and do nothing about it even when the kids are pleading for help.

Make administrator's responsible. If this was the case they would be more inclined to take action when they are aware of the bullying. Teachers and Administrators are ALWAYS aware. However, it takes very involved and vocal parents to get them to act especially , if it involves a school favorite such as a popular athlete. It is not impossible to get them to act if you are well informed about your rights as a student, and your own civil rights. A child is entitled to an education in a safe environment. If the school isn't protecting that child they can be held accountable.

It is Headteachers primary job to resolve bullying issues.

People like this in power...but do NOTHING to stop bullying. No proper investigations, lack of communication with the bullies...

It should be make clear that bullying will NOT be tolerated. Instead, in reality, it is just swept under the carpet.

They should be kept apart from the rest of the school and there names put on the school website so that the whole school knows that they are bully's and cowards,Cos they have to pick on the weaker pupils..

my solution, self defense. these kids should know how to defend themselves. sweat on the mat, or bleed on the street. that's my motto. they should all be required to take martial arts of some kind or they'll be held back.
