All animals require water. Some more than others, obviuosly. Take the tort and put it in a container of water that covers up to half his shell. Let him soak in this for 10 minutes or so. If he needs fluids he will drink. In most cases they will drink and then leave a mess. It's all good.

Your Russian tortoise needs some water to be healthy. It may survive without it, but will be much healthier with it. A dehydrated tortoise can become very sick. Fill a small opaque tub like a dishpan with enough warm water (baby bath warm), to cover the plastron (bottom shell). Let the tortoise soak for about 20 minutes once a week. Keep the water dish in the enclosure as well. My group does not go in their water very often, but it's there when they want it.

I've had my horsefield for about 9 yrs and have rarely seen her drink. Because they come from dry places they are designed to get the moisture they need from their foot. I watched a programme about tortosies and they said to get your tortoise to drink, put it in the bath and spray it lightly with cold water. The tortoise thinks it has rained and then will drink. I always keep water in her vivarium as it keeps the vivarium humid.

Russian tortoises in the wild rarely drink from open ponds, and in captivity, they are more likely to use the pond ot soak and defecate in than to drink from.
Keep a good water supply at all times anyway!

He is probably getting his required amount of fluids from vegitation. You should still provide water for him to dip in if he feels like it.
