It's not going to kill you, and the hair will eventually grow back. But shaving is very unhealthy.
First of all, there is nothing dirty about hair. Hair can be dirty or clean. Skin can be dirty or clean.
But there is a larger issue, and that is skin health. Hair helps air circulate in the region. If your skin is bare and just sticks to your clothing, air doesn't circulate properly, and sweat does not evaporate well. The result is often a fungus or a bacterial infection. Both can really stink as well as making the skin red and feverish and sore. Hair also prevents chaffing, and that also helps keep the skin healthy. Shaving is a health hazzard. It also looks freaky. It certainly is not cleaner in any way.

It's safe. BUt i wouldn't recommend it. IT's easier to just trim it to the length you want. If you shave it, you'll get bad ingrown hairs and then after about a day it will itch and also hurt when things rub against it. Mainly b/c of the stubble.

It's as safe as shaving anywhere else, with the same risks: nicks, ingrown hairs, irritation.
Plus we tend to be nervous about nick our favorite private parts; I have and it's no bigger a deal than nicking your face.
I use a shaving cream for sensitive skin that has aloe in it.

It's more safer to shave the hair than just letting it grow like a jungle. Plus it looks a hell of alot better.

It is safe to do this. But remember if you are deciding to go bare, you may itch as the hairs grow back in. For now my advice to you would be to trim the pubes so that it is not as painful and as irritable.
