when it is really trouble you, first tell your neighbor what makes trouble you with him calmly, if neighbor doesn't listen ask a favor from his grand parents with most understanding way,when it is still doesn't work out, try to confess it to the priest,he will give you advice, if still makes a trouble in your mind report it to the brgy. captain.the the good council will settle you and neighbor for a solution...

First of all, laws and procedures vary by state and you will need to specify where you are from. Second, you need to be more specific about what you want. Here in California, you can file a petition to prohibit your neighbor form harassing you, but I can't tell from your question if you want to take legal action.
