Depends on which "war" you are talking about. The Iraq War was won by the US as we invaded the country and disposed of its dictator.

The continual fighting or possible "Civil War" has been won by no one yet. Though the term "civil war" can be debated due to the fact that most of the "targets" and injuries against the Iraqi-American forces has been largely civilian.

No one can win the war in Iraq. WE can't win because were not fighting someone who can give up. The people we are fighting are unmarked combatants that aren't part of any defined army. How do you beat an army that doesnt exist? THEY can't win for the same reason. Because they don't have one set fighting force, they can't declare victory because they aren't a group. We are fighting basically anyone in Iraq who decides to pick up a gun so US soldiers dont kill their children. How do you beat that? Who would want to?

There really is never a victor in war. But the war in Iraq would be over by now if we sent in our full force and actually treated this "situation" as a war.
Silly politicians need to make themselves rich first...

The terrorists are going to win this war.

The reason, the very fact that we are there, infuriates the entire region, for every terrorist we kill, 5 more are made.

Terrorism is similar to an anthill, when you want to kill it, you do it 'sneakily' by putting poison around it, or dousing the entire thing at one time with gasoline and throwing matches at it (tho that doesn't always work either), what you do not do is just keep poking it with a stick while wearing flipflops, it riles up the whole hill, they spread everywhere, and your feet and legs get bitten constantly.

may be u should post yr Q as who's losing the war, once 1 of the most civilize country in the world not too long ago(remember aladdin? babylon?) now the whole country is on fire b/c of oil, have sympathy for civilians!

Bush's base of haves and have mores that get rich off defense spending. Halliburton is doing well and so are the oil companies. They are the ones winning. Who is losing?? I would say the American military, the American people and the Iraqi people. The only people that are winning in this one are the ones getting rich from it.

Nobody. The US-Iraqi police alliance seems to be at a stalemate with the insurgents. Every time they attempt to set up a system of order, there is another attack on civilians.
