Though Bush may be an imbecile, he did a smart thing NOT signing.
The Kyoto Protocl penalized industrial nations, but rewarded so-called 'developing countries'(third world shite-holes) by allowing them to pollute all they want.
It is an anti-capatilist scam.

Let me put this in terms you might be able to understand...
Let's assume you're a homeowner on a particular street with a wife, two kids and a dog named "Collins." Your mayor is involved in a major sex-scandal and needs to boost his poll numbers. He proposes a major Global Warming initiative and plans a big rally...
Now everyone on your street wants to save the environment, but you decide to actually read the proposal instead of being just another mindless slogan-swallower.
You discover that you will be required to give up your cars and buy an electric car (at your expense, of course) half of your appliances and you can only use one sink and one toilet. Also, you must shut off all the electricity in your house by 9pm and Collins will have to be turned in to a local shelter...
You also find that your neighbor doesn't have to do any of these things because he is on welfare. This is the same neighbor whose 11 kids are always trashing your yard and throwing garbage into your swimming pool....the same neighbor who pours motor oil down the storm drain and lets his nineteen cats run wild through the neighborhood.
The reason you have to comply and he doesn't is because he has been designated as "developing" while you are already "successful."
Does this sound fair to you, imbecile?

First off, both your grammar and spelling utterly sucks, so YOU are the imbecile. The fact that you support the KYOTO protocol only reinforces the fact.
Secondly, Clinton signed it without Congressional approval. Congress voted on it anyway and both parties blasted it. We don't have Emperors here, we have Presidents, a House, and a Senate.
India and China won't sign it, Russia wants to sell everyone CARBON CREDITS, and the European countries that did sign it are exceeding their allotted CO2 levels regularly.
That resolution is a waste of paper and everybody knows it. Get a clue.

When will you stop with the name calling? I don't remember Bill Clinton being to quick to sign it either. It is very detrimental to America. No one who has America's best interests in mind would every sign on to such a thing.
Note: Even Kyoto hasn't signed it!

Because he's big oil and big business. Signing it would damage both.
And to those who claim Japan and China haven't signed it....

Because, you imbecile, the premises on which it was written have already been proven wrong.
Have you actually read it? Have you the capacity to understand the damage it would do to our economy?
