Culture is the buzz-word for how personnel within the company usually behave. It also describes how the company wants to be viewed by its employees, even when the reality doesn't live up to the idea. So, I'd imagine the term "culture problem" may have been used to describe how somebody inside the company isn't behaving according to the company "culture" again, whether the culture is real or just an ideal. Mentality problem is a term I've never heard used, but I imagine you mean an attitude problem or even that somebody is behaving in a crazy way. I'd say a behavior could fall into either category, but that the nicer way to describe bad behavior would be to say it "doesn't fit with the company culture."

They are both the same although one is more influenced by the culture of that country or group they were mostly affiliated with. The other one is more influenced on that person and the way they were brought up by who ever influenced them most or a personal experience.

When someone says: this is not done this way, or you shouldn't do that.." it's cultural... while when someone tells you: "I know better than u, I can do it better, I don't like the way it's done.".. it's mentality....
mentality oriented around th e" I ", while cultural.. u'll se many people disagree.... :D
