Make them into kebab, its gotta taste better than the cats you usually serve. You could call them "healthy kebabs, ready for your inspection".

Wait a minute, isn't locusts in the middle eastern menu? I seem to recall something about locusts being food both in the bible and the Koran?

Probably power tripping jerks. Another possibility is a bureaucrat who believes that he has no discretion in doing his job. Some agencies are like that. Its possible the bureaucrat in question was afraid he would get in trouble for not following the letter of the law.
