Chester Arthur
There were rumors at the time of the election that Arthur may have been born in Canada (circulated by his political opponents who would have loved to prove him ineligible to be President). His father was a minister who travelled a circuit which included Canada. Also, the boundaries were not that clear at the time Arthur was born. But the record says Vermont.
