Just be yourself. If you are uncomfortable with him, then don't ask him anything about his sense of fashion. If you start asking about his cross dressing then he will assume that you are comfortable talking about it.
If you you are curious then tell him so,.. Say, I'm curious about your cross dressing.. Why do you do it? When did you start? Is it like an addiction? I suspect that he will be used to these questions and may enjoy talking about it.. If he brushes you off then you've lost nothing. I suspect that if you show some admiration in this clothes then he may suspect that you have a cross dressing side yourself. If you get to know him better and you're interested, ask him if he would help you dress up, just to see what it's about.

you should approach each person as individual. the fact that you're asking this means you don't have problems with what -she- does, or you wouldn't care if you would offend -her- or not. sex and gender are not the same thing, and the way we represent ourselves, and the way we define our gender is the only thing other people should think of. if she had less masculine features, you probably wouldn't even notice which sex she was. try not to notice it anyway.

if she is wearing a dress to church she is not cross dressing. she is transitioning and you should call her a her.
Think about it, would you wear a dress to a place like that unless you felt it absolutely nesesary (sp?) for your sanity?
