You can set that in tools/options under security. I would not recommend it since many web site won't work without them. It keeps you from having to type in your ID every time you log into a site. Without them Yahoo Answers will require a login every time.
There is only one negative thing that cookies can do and that is to track you for deciding what type of ads to show. They have no idea who you are and it is just used within your computer for ad selection.

Microsoft Internet Explorer 6.0+
Select "Internet Options" from the Tools menu.
Click on the "Privacy" tab.
Click the "Default" button (or manually slide the bar down to "Medium") under "Settings".
Click "OK".
